Invitation for Bids
I. Bidding Conditions
The Tenderee of tools and instruments for safety, inspection and maintenance of Power Supply Project for Laos-China Railway (the Project) is Laos-China Power Investment Company Limited, a Joint Ventured company jointly established by China Southern Power Grid Yunnan International Co., Ltd. and Electricite Du Laos. The source of funds is Tenderee’s own funds. The Project has met open-bid conditions and is starting the public bidding in Laos. Please see Instructions to Bidders (ITB) in the bidding documents for details.
II. Scope of Bidding
The tools and instruments for safety, inspection and maintenance of Power Supply Project for Laos-China Railway, including 110kV electroscope, 110kV insulated operation rod, 110kV ground wire operation rod, laser distance/height meter, binocular, high voltage insulation tester, digital multi-meter, total station, interphone and satellite phone. Please See technical specification for details. The planned delivery time is February 2023, and the specific delivery time is subject to the delivery notice finally issued by the Tenderee. The delivery place is planned to be Vientiane, Laos, and the delivery is to arrive at the designated place.
III. Bidder’s Eligibility and Qualifications
1. The Bidders shall: (1) be companies duly registered in Laos or companies duly registered in China and (2) have independent legal person qualification and hold a legal and effective business licence. Failure to meet any requirements above shall result in disqualification as a bidder.
2. Bidders shall not be subject to the penalty of being restricted for bidding in Laos.
3. The bidders shall have similar supply performance.

V. Time, Date and Location for Registering and Purchasing Bidding Documents
1. Method 1: All applicants who intend to participate in the bid are kindly requested to register and purchase Bidding Documents at above mentioned address.Date and time: From December 1 to December 4, 2022; from 9:00 to 18:00.
2. Method 2: Due to the impact of COVID-19’s epidemic situation, if applicants who intend to participate in the bid can not sign in and purchase bidding documents in Vientiane Capital, Laos, the bidder can sign in and purchase via following Email:
2.1. Send the bidding document purchasement application letter with signature and seal of the legal representative (or authorized representative of the legal representative) to yangbo4@csg.cn from December 1 to December 4, 2022; from 9:00 to 18:00.
2.2. The Tenderee will send the bidding documents to the bidder within one (1) business day after receiving the application letter.
3. There is no bidding fee of this project.
VI. The Location and Deadline for Submitting the Bid

Method 2: Or send Email to yangbo4@csg.cn before 10:00, December 8, 2022 and the time of arrival at the E-mail address shall prevail. If the bidding document is not sent successfully or late than the deadline, it shall be deemed as a waiver of bid.

3. There is no bidding security fee of this project
VII. The Language Used in the Bidding Documents
Chinese bidders shall provide bid documents in Chinese, Lao bidders shall provide bid documents in English or Chinese.
