老中电力投资有限责任公司生产工器具及备品备件项目招标人老中电力投资有限责任公司，为南方电网云南国际有限责任公司与老挝国家电力公司联合投资成立的合资公司。资金来源为招标人自有资金。该项目已具备招标条件，现在老挝进行公开招标。具体内容见招标文件。
The Tenderee of Production tools and spare parts of Laos-China Power Investment Company Limited is Laos-China Power Investment Company Limited, a Joint Ventured company jointly established by China Southern Power Grid Yunnan International Co., Ltd. and Electricite Du Laos. The source of funds is Tenderee’s own funds. The Project has met open-bid conditions and is starting the public bidding in Laos. Please see the bidding documents for details.

II. 招标范围

Scope of Bidding

老中电力投资有限责任公司生产工器具和备品备件含2个标包。标包1主要包括变电站间隔设备的45类备品备件。标包2主要包括输电线路的58类备品备件和19类生产工器具。详见招标文件技术规范书。计划交货时间为2023年1月，具体交货时间以业主方最终下达的交货通知书为准。交货地点计划为老挝万象和乌多姆塞，交货为到达指定地点交货。
The bid of Production tools and spare parts of Laos-China Power Investment Company Limited contains 2 bidding packages. The first bidding package mainly includes 45 kinds of spare parts for substation bays. The second bidding package mainly includes 58 kinds of spare parts for transmission lines and 19 kinds of production tools. Please See technical specification of bidding documents for details. The planned delivery time is January 2023, and the specific delivery time is subject to the delivery notice finally issued by the Tenderee. The delivery place is planned to be Vientiane, Laos and Oudomxay, and the delivery is to arrive at the designated place.

III. 投标人资格要求

Bidder’s Eligibility and Qualifications

1. 投标人应：（1）在老挝或中国登记注册的公司；（2）具有独立法人资格，持有合法有效的企业法人营业执照。不符合上述要求的投标人资格中的任何一项，将导致投标人丧失资格。1. The Bidders shall: (1) be companies duly registered in Laos or companies duly registered in China and (2) have independent legal person qualification and hold a legal and effective business licence. Failure to meet any requirements above shall result in disqualification as a bidder.
2. 在老挝无处于限制投标资格的处罚。2. Bidders shall not be subject to the penalty of being restricted for bidding in Laos.

V. 报名及获取招标文件的时间、地点

Time, Date and Location for Registering and Acquiring Bidding Documents

1. 方式一：凡欲参加本项目的投标申请人请于2022年12月10日至12月13日9:00时-18:00时，到上述地点报名并获取招标文件。1. Method 1: All applicants who intend to participate in the bid are kindly requested to register and acquire Bidding Documents at above mentioned address.Date and time: From December 10 to December 13, 2022; from 9:00 to 18:00.
2. 方式二：因新冠肺炎疫情影响，无法到老挝万象报名及获取招标文件，可以通过电子邮件方式报名及获取，具体如下：2. Method 2: Due to the impact of COVID-19’s epidemic situation, if applicants who intend to participate in the bid can not sign in and purchase bidding documents in Vientiane Capital, Laos, the bidder can sign in and purchase via following Email:
2.1 将有签字、盖章的招标文件申请函于2022年12月10日至12月13日9:00时-18:00时发送至电子邮箱yangbo4@csg.cn。2.1. Send the bidding document acquirement application letter with signature and seal to yangbo4@csg.cn from December 10 to December 13, 2022; from 9:00 to 18:00.
2.2 招标方将在收到招标文件申请函的1个工作日内向投标申请人发送招标文件。2.2. The Tenderee will send the bidding documents to the bidder within one (1) business day after receiving the application letter.
3. 不收取标书费。3. There is no bidding fee.

VI. 递交投标文件截止日期及开标时间、地点

方式一：2022年12月19日10:00前，地点为老挝万象市东盟路sibounheuang村万象天阶11号。迟到的投标文件将被拒绝。Method 1: Date: December 19, 2022 Time: Before 10:00 am Address：Skycity 11, Sibounheuang village, Asean Road, Vientiane capital, Lao PDRLate bids will be rejected.
方式二：2022年12月19日10:00前发送至电子邮箱yangbo4@csg.cn，并以到达该电子邮箱时间此为准。未发送投标文件则视为未投标。Method 2: Or send Email to yangbo4@csg.cn before 10:00, December 19, 2022 and the time of arrival at the E-mail address shall prevail. If the bidding document is not sent successfully or late than the deadline, it shall be deemed as a waiver of bid.
2、开标时间、地点2.Time, date and location of Bid Opening
在投标截止时间2022年12月19日10:00后将立即开标。地点：老挝万象市东盟路sibounheuang村万象天阶11号。因新冠肺炎疫情无法现场参加开标的投标人，也可申请远程在线参与开标。Time and date of bid opening：immediately after the bid closing time at 10:00 am on December 19, 2022Address： Skycity 11, Sibounheuang village, Asean Road, Vientiane capital, Lao PDRBidders who cannot participate in the bid opening on site due to the Covid-19 situation, can also apply for remote online participation in the bid opening.
3. 本项目不收取投标保证金。3. There is no bidding security fee of this project

The Language Used in the Bidding Documents

中国投标人为中文，老挝投标人为英文或中文。Chinese bidders shall provide bid documents in Chinese, Lao bidders shall provide bid documents in Chinese or English .
