— Opening Remarks by LMLECC Secretary-General You Xiaowen at the International Conference on Combating Online Scams

尊敬的柬埔寨王国首相洪玛奈亲王阁下、各位团长，女士们、先生们，上午好！Your Excellency Samdech Hun Manet, Prime Minister of the Kingdom of Cambodia,  Distinguished Heads of Delegation, Ladies and Gentlemen, good morning. 首先，作为会议主办方之一，我代表澜沧江湄公河综合执法安全合作中心，向各位嘉宾表示热烈欢迎，向柬埔寨政府的精心筹备表示感谢。First, on behalf of Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center or LMLECC, one of the cosponsors of this conference, I’d like to extend a warm welcome to all guests and thank Royal Government of Cambodia for the excellent arrangements and hospitality.澜湄执法合作中心是柬埔寨、中国、老挝、缅甸、泰国和越南等共饮一江水，命运紧相连的澜湄六国政府间国际组织。作为一个常设的多边机制，其主要任务是协调六国合力应对共同面临的包括跨境犯罪在内的非传统安全挑战。自2017年12月在中国昆明成立以来，通过开展协同联合行动、持续情报交流和实战化能力建设，澜湄执法合作中心已经将零散的双边合作转换为制度化的合作网络。LMLECC is an intergovernmental organization of Cambodia, China, Laos, Myanmar, Thailand and Viet Nam, the six countries that share the same river and intertwined destinies. It was established as a permanent multilateral mechanism to tackle common non-traditional security threats including cross-border crimes that no single nation can address alone. Since its inception in Kunming in December 2017, LMLECC has transformed regional law enforcement cooperation from sporadic bilateral contacts into an institutionalized network through synchronized joint operations, continuous intelligence sharing, and practical capacity building. 近年来，我们持续组织协调澜湄各国加大力度，共同打击电信网络诈骗。我们高兴地看到，去年以来，澜湄各国都取得突出进展。特别是柬埔寨以强烈的政治意志、坚定的措施，已清除境内大型电诈园区。举办此次会议，进一步展示了柬埔寨政府打击治理电诈的坚定决心。我们对柬埔寨政府所采取的措施和取得的成绩表示高度赞赏。In recent years, we’ve focused on advancing cooperation to combat the rampant online scams. The good news is that all Lancang-Mekong countries have made commendable progress since last year. In particular, Cambodia has shown strong political will by taking decisive action to dismantle identified large-scale scam compounds within its territory. Hosting this conference further reaffirms Cambodia's steadfast resolve. We highly appreciate Cambodia’s measures and achievements.但在肯定打击取得成绩的同时，我们也清醒地看到，滋生跨境电诈的犯罪生态正随着全球化、数字化和人工智能的深化逐步形成体系。跨境电诈正在发生道高一尺魔高一丈的复杂变化。团伙化大为小、化整为散、重组转移更加迅速；窝点转移到更加隐蔽的宾馆、别墅和写字楼、渗透到更多国家；诈骗手段更加智能、变化迭代与技术创新同步；犯罪服务更加专业化、市场化、形成紧密黑灰产业链条；诈骗异国目标更加精准、受害人员波及全球。有些地方电诈还与制贩毒品、网络赌博等其他跨境犯罪合流。这些电诈犯罪不仅侵犯受害人财产，严重破坏人际信任，损害有关国家旅游声誉和投资环境，甚至迫使有关国家收紧便利国际人员往来的政策。打击治理跨境电诈仍然任重道远。Yet, while welcoming these positive developments, we see an alarming trend. Amid globalization, digitalization and advances in AI, criminal ecosystems have grown increasingly systematic. Online scams are evolving in sophisticated ways to evade targeted crackdowns. Criminal groups are splitting into small decentralized teams that could reorganize and relocate quickly. They disperse operations out of compounds into better concealed dens in more jurisdictions, such as hotels, villas or office buildings. Their scam methods become more sophisticated, keeping pace with innovation, and leveraging cutting-edge IT. The crime services for them are increasingly specialized, and form close industrial chains in the underground market. They target victims worldwide and identify potential marks with greater precision. In critical border areas, their operations, increasingly mix with other serious crimes such as drug manufacturing and trafficking, and illegal online gambling. These operations not only steal victims’ money, but also erode interpersonal trust, damage tourism reputation, harm investment environment, even force affected countries to tighten the policies facilitating international movement of people and trade. Combating online scams remains an urgent and heavy long-term task.除犯罪生态外，跨境电诈猖獗的另一个重要原因，是边界壁垒造成的执法合作欠缺和滞后。实际上，面对严峻的跨境电诈形势和恶化的犯罪生态，没有一个国家可以独善其身，唯有进一步加强合作。我们呼吁，各国切实相互支持，加强实时情报和证据共享，强化执法协同，同步防范，同步全链条、全环节、全要素打击治理；在清剿窝点、解救被拐骗人员同时，着力加强调查取证、追查幕后金主、查扣涉案资金、切断引流和洗钱渠道、铲除腐败庇护，从严从重打击主动参与人员。另一方面，着眼治本，综合施策，系统改进社会治理，促进就业，逐步消解滋生电诈的犯罪生态。Besides the criminal ecosystem, another factor conducive to rampant online scams is inadequate and delayed law enforcement cooperation caused by the barrier of border. In fact, facing the evolving borderless online scams and the deteriorating criminal ecosystems, no country can secure itself alone. Better multilateral cooperation is the only viable path forward. We urge all countries to strengthen mutual support, intensify real-time sharing of intelligence and evidence, and improve law enforcement coordination to synchronize prevention and crackdown that covers the whole chain, all links and every element of online scams. While continuing to dismantle dens and rescue deceived workers, more efforts shall be put on collecting evidence, to identify and pursue  organizers behind, trace and seize illicit proceeds, cut off victims-luring channels, block money laundering networks, root out corrupt protective umbrellas, and impose severe penalties on active participants. Meanwhile, all governments shall pay attention to addressing root causes, implement comprehensive measures, systematically improve social governance, create more jobs, and gradually dismantle the criminal ecosystems breeding online scams.女士们、先生们，防范打击跨境电诈、治理犯罪生态，是各国的共同责任。作为服务澜湄国家加强执法合作的平台，我们将一如既往，坚定支持包括柬埔寨在内的澜湄各国为防范打击跨境电诈、治理犯罪生态所采取的一切合法措施，继续提供情报支持、装备支持、技术支持和能力建设支持；并愿与所有关心支持打击治理电诈的国家、组织和机构开展合作，携手共建平安澜湄。Ladies and gentlemen, it is a shared responsibility of all countries to eradicate online scams, and dismantle underlying criminal ecosystems. As a platform dedicated to supporting stronger law enforcement cooperation among Lancang-Mekong countries, we reaffirm our unwavering commitment to providing support of intelligence, equipment, technology and capacity building to Lancang-Mekong countries including Cambodia. We also welcome constructive partnerships with organizations, institutions and law enforcement agencies across the world committed to these efforts.
