Chongqing Wanzhou Police Nab Two Offline Telecom Scam Cash Runners Within 30 Minutes, Recovering 270,000 RMB in Full
On October 9, CNR News reported that police in Wanzhou District, Chongqing Municipality, coordinated multiple units in a rapid 30-minute operation, successfully arresting two telecom fraud "cash runners"—identified as Zuo and Deng—during an offline physical cash handover. Officers seized 270,000 RMB in fraudulent funds (approximately 38,000 USD) on-site, fully recovering the losses for the victims.
At 3:00 PM on October 1, the Anti-Fraud Brigade of the Wanzhou Criminal Investigation Detachment received actionable intelligence indicating that out-of-town cash runners were driving into Wanzhou District to collect cash from fraud victims. By 3:20 PM, officers arrived at the scene and apprehended Zuo just as he led victim Qin into a secluded alleyway to complete the cash transfer. Concurrently, officers detained Deng, who was waiting in a nearby getaway vehicle. Police seized 80,000 RMB defrauded from Qin, two mobile phones, and one camera on-site, and recovered two additional sums of defrauded cash (100,000 RMB and 90,000 RMB) from the vehicle, seizing 270,000 RMB in total.
Inquiries revealed that Zuo was instructed via the overseas messaging app Telegram by an upstream handler named "A-Yang" to operate as an offline cash collector, hiring Deng as a driver. The fraud network initially posed as retired military officers on social platforms to build emotional rapport and establish trust before luring victims into fraudulent investment and wealth-management schemes. The scammers then falsely claimed the platform only accepted Tether (USDT/crypto) deposits that had to be exchanged for physical currency through "offline crypto brokers," dispatching Zuo to pose as a broker and collect large sums of cash in person—attempting to sever digital financial transaction trails through physical cash handovers. The duo had collected 100,000 RMB in Dazu District on September 30 (remitted to their handler in Nan'an District that same day) before moving to Wanzhou on October 1 to collect cash from three victims consecutively.

Thailand Expands Multi-Agency Probe into Transnational Scam and Narcotics Money Laundering Network Linked to Over 2.5B Baht
On October 9, Thai news reported that Permanent Secretary for Justice Piyasiri Wattanawarangkun, alongside senior leadership from the Anti-Money Laundering Office (AMLO), the Office of the Narcotics Control Board (ONCB), the Department of Special Investigation (DSI), the Immigration Bureau, and the Customs Department, held a joint press conference announcing an expanded inter-agency investigation into a major transnational syndicate involved in telecommunications fraud, drug trafficking, and money laundering, with associated damages exceeding 2.5 billion baht (approximately 68.5 million USD).
The case originated on June 23, 2026, when Mae Sai Customs officials in Chiang Rai Province intercepted a vehicle driven by a Myanmar national identified as "Sai," uncovering 23.023 million baht in undeclared cash (approximately 630,000 USD) concealed inside the car. As Sai was unable to establish the legitimate source of the funds, customs officers and AMLO lawfully impounded the cash and launched a comprehensive financial trace.
A multi-agency joint investigation revealed an intricate web of transnational illicit operations and identity-forgery networks:
Sai allegedly acquired fraudulent Thai nationality under the alias "Luang Yilong." He controlled multiple bank accounts processing a turnover of at least 55 million baht, directly embedding himself in a transnational scam and money laundering syndicate tied to over 2.5 billion baht in total damages.
Inquiries established that Sai maintained close financial transactions with a cross-border drug trafficking network orchestrated by a key figure known as "Nu Chen" (also identified as Thapanan). The drug syndicate's money trails routed through bank accounts in Myanmar and proxy nominee accounts involving more than 1 billion baht. Over 200 million baht passed directly through Sai’s personal accounts, and authorities confirmed that recovered assets are progressing through standard procedures for victim restitution.
The DSI further uncovered that the syndicate conspired with an underground network specializing in forging Thai national identity cards and impersonating non-Thai individuals. These fraudulent credentials and illicit bank accounts were supplied in bulk to overseas online gambling sites and call-center scam operations to execute illicit fund transfers and money laundering.
