From October 19 to 20, the Senior Officials' Committee (SOC) Meeting under the Mekong Memorandum of Understanding (MOU) on Drug Control was held in Pattaya, Chonburi Province, Thailand. Pol. Lt. Gen. Rutthaphon Naowarat, Minister of Justice of Thailand, presided over the meeting and delivered the opening address. Naris Niramaiwong, Governor of Chonburi Province, along with delegations from the six signatory countries—Cambodia, China, Laos, Myanmar, Thailand, and Vietnam—and representatives from the United Nations Office on Drugs and Crime (UNODC) attended the event. In his address, Minister Rutthaphon noted that the drug situation in the Golden Triangle remains grave and complex, with illicit drug manufacturing and trafficking closely intertwined with transnational organized crimes such as money laundering and human trafficking. As criminal networks become increasingly transnational, concealed, and sophisticated, unilateral efforts by any single country are insufficient. He emphasized that the key is to dismantle drug trafficking networks at their source—not just by arresting the couriers, but by expanding investigations to include the production sources, transportation routes, and the financial trails that sustain the operation. The meeting reviewed the cooperation achievements of the Mekong MOU mechanism over the past 30 years. Thailand reaffirmed its commitment to deepening multilateral collaboration, noting its endorsement of the 13th Sub-regional Action Plan (SAP) and its support for the Synthetic Drugs Working Group across three key pillars: preventive education, precursor chemical control, and illicit drug identification. In addition, China has contributed 1 million US dollars to further strengthen practical drug control cooperation in the region. During the sessions, participants conducted in-depth consultations on intelligence sharing, joint interdiction operations, precursor chemical diversion prevention, and disrupting transnational illicit financial flows. The parties also reached a consensus on preparations for drafting the 14th Sub-regional Action Plan, forging stronger collective synergy to safeguard security and stability across the Greater Mekong Subregion. Sources: Consolidated from Khaochad and Pattaya Mail, October 20, 2026
