Police in Vietnam's Thanh Hoa Province Bust a Transnational Online Fraud Ring
On October 21, police in Thanh Hoa Province busted a transnational online fraud ring, arresting 118 suspects.
Previously, the Exit-Entry Administration Office of the Thanh Hoa Provincial Public Security Department found that a group of foreigners of different nationalities had rented the entire Van Hoa Hotel in Nghi Son Ward as accommodation. The group operated as a closed and isolated unit, and assigned personnel to keep strict watch, and strictly restricted outsiders' access. Based on the evidence obtained, police determined that the site was the operational base of the transnational online fraud ring, with more than 100 people involved. Most of those involved had previously lived in Laos and Cambodia for a long time. Among them were wanted criminal suspects who had illegally entered Vietnam.
Police found that the criminal ring was divided into six groups, each targeting different regions: a group specialized in defrauding women from Taiwan, China over 40 by mining customer data, actively sending friend requests, and sending messages to induce them to invest in foreign exchange on the MGX platform; another group posed as employees of Nexuswh Investment Company to approach South Koreans under the guise of stock investment consulting, and after gaining trust, guided them to download apps and deposit funds for trading, cutting off contact once investors wanted to withdraw or could no longer add funds; and another group targeting Japanese women, members added them as friends and chatted to build relationships, then lured them into investing in cryptocurrency on recommended platforms.
In addition, the ring also livestreamed sports events on social media to find bettors and lure them into gambling. They posed as corporate recruiters, requiring job seekers to pay training fees or inviting them to complete online tasks for commissions, after giving initial rewards, they demanded further transfers to continue working.
Police arrested a total of 118 criminal suspects. Of these, 113 were foreigners: 74 Chinese, 28 Indians, 9 Cambodians, 1 Malaysian, and 1 Myanmar national. The remaining 5 were Vietnamese. Among the foreign nationals, there were 18 cases of illegal entry into Vietnam and 1 suspect wanted abroad. GASA Report Estimates 136.5 Billion USD in Scam Losses Across 13 Asian Markets
On October 21, the Global Anti-Scam Alliance (GASA) released its State of Scams in Asia 2026 report. A survey of 17,460 adults across 13 Asian markets found that 71% of respondents had encountered scams in the past year. Although 66% were confident in their ability to recognise scams, 62% of those who encountered scams interacted with scammers, and 26% of those who interacted lost money. The study estimated that consumers across the 13 markets had lost a combined 136.5 billion USD to scams over the past 12 months. Phone calls (56%), text messages (50%) and instant messaging apps (40%) were the most common channels through which respondents encountered scams, while shopping, investment and employment scams were the types they most frequently interacted with. Gogolook, a company involved in the research, also warned that scammers were using AI-generated voices and turning to international and satellite phone numbers to circumvent tighter identity verification and telecommunications safeguards, presenting new challenges for regional anti-scam efforts.

Singapore Sees Frequent WhatsApp Impersonation Scams, Over 249,000 SGD Lost in 1.5 Months
On October 21, the Singapore Police Force stated in a release that over a period of about one and a half months, scammers have taken over WhatsApp accounts and impersonated account owners to request loans or financial assistance, resulting in losses of at least 249,000 SGD (approximately 185,000 USD). Since September, there have been at least 128 such cases. Scammers typically pose as victims' family members, friends, colleagues or acquaintances, sending messages to request loans or transfers under the pretext of experiencing bank transfer difficulties, reaching transfer limits, or needing assistance with payments. Additionally, some victims received messages purportedly from their children asking for payments for artificial intelligence or exchange programmes.
Police urged the public to be wary of any requests to transfer money and to verify unusual requests directly with the relevant individuals, emphasizing: "Do not transfer any money until you have confirmed the request is genuine." They advised securing WhatsApp accounts by enabling two-step verification and removing unknown linked devices, downloading the ScamShield app, or visiting www.scamshield.gov.sg or calling the 24-hour ScamShield Helpline at 1799.
Since 2019, Singapore has lost over 4 billion SGD (approximately 2.96 billion USD) to scams. In the first half of 2026, losses amounted to 410.6 million SGD (approximately 300 million USD), a decrease from the 500.2 million SGD (approximately 370 million USD) in the same period of 2025, but scams remain the dominant crime type. Losses from social media impersonation scams rose from 2.2 million SGD (approximately 1.63 million USD) in the first half of 2025 to 3.9 million SGD (approximately 2.89 million USD) in the same period of 2026, an increase of 71.3%; the number of cases increased from 397 to 587, up 47.9%. In the first half of 2026, there were 391 reported cases of impersonation scams via compromised WhatsApp accounts, accounting for 66.6% of social media impersonation scam cases.

Hundreds of Filipinos Trapped in Myanmar Scam Hubs, Impersonating Police to Defraud Americans
According to a recent report by Philippine media, hundreds of Filipinos have been trafficked to scam compounds near Myawaddy, Myanmar, where they are forced to impersonate U.S. law enforcement officers to defraud American citizens. According to incomplete statistics, over 400 Filipinos are distributed across the "three lines" of this scam network. Line 1, with about 200 people, randomly dials U.S. numbers. Line 2, with about 100 people, impersonates New York Police Department officers, extorting victims by threatening criminal charges. Line 3, with another 100 people, handles cryptocurrency transfers. Victims are mostly elderly Americans. Scammers exploit people's respect for law enforcement and fear of trouble to extort money, generating higher illicit profits than romance scams.
According to the U.S. Federal Bureau of Investigation (FBI), from January 2025 to July 2026, its Internet Crime Complaint Center received nearly 61,000 complaints involving law enforcement or government impersonation scams, with reported losses exceeding 1.6 billion USD. The U.S. Federal Trade Commission (FTC) said consumers reported losing 3.5 billion USD to imposter scams in 2025.
Regarding recruitment and trafficking routes, victims are mostly lured by high-paying job advertisements on platforms like Telegram (such as "USA Call Center Marketing") and transited to Myanmar via Malaysia or Thailand. Some survivors said that an "assigned immigration officer" at Ninoy Aquino International Airport in the Philippines helped them depart smoothly. The compound operates covertly, with windows covered by black plastic bags and only offices lit at night. To save electricity, employees are required to use iPhones. Although the Myanmar military claimed that 80% of demolition work in the Shwe Kokko area had been completed as of October 18, 2026, survivors said the compound is still operating covertly.
Currently, some victims have escaped and were repatriated in batches on October 8 and 20. Institutions such as the Center for Migrant Advocacy in the Philippines pointed out that the "4Ps" principles of anti-trafficking (protection, prevention, prosecution, and partnership) remain inadequately implemented, especially in prosecution, due to a lack of evidence and witnesses. Experts suggest strengthening information campaigns at airports and seaports, promoting regional law enforcement cooperation among ASEAN member states, and improving domestic employment conditions to reduce the pressure on citizens to seek high-risk work abroad.
