LMLECC Conducts Field Mission to Laos for "Safe Lancang-Mekong 2026" Joint Operation
7月20日至24日，澜湄执法合作中心副秘书长李大吴率工作组赴老挝，实地调研“平安澜湄2026”联合行动及其子行动“平安回家”工作进展。中国和泰国警务专家应邀参与联合调研。
From July 20 to 24, a working group led by Deputy Secretary-General Davuth Ly of the LMLECC visited Laos to conduct a field research mission on the progress of the "Safe Lancang-Mekong 2026" Joint Operation and its sub-operation "Safe Return Home". Police experts from China and Thailand were invited to participate in the joint mission.
工作组首先与老挝公安部警察总局副局长万通·苏利萨少将会谈。随后与警察总局反人口贩运、刑侦、刑事技术及移民等部门座谈，共同分析电信网络诈骗、跨境毒品走私及人口贩运等犯罪态势，总结上半年联合行动成果，并就进一步完善常态化执法合作机制深入交换意见。
The working group first held a meeting with Police Brigadier General Vanthong Soulisak, Deputy Director General of the General Department of Police under the Lao Ministry of Public Security, and subsequently conducted discussions with departments responsible for anti-human trafficking, criminal investigation, forensics, and immigration. Both sides jointly analyzed crime trends—particularly telecommunications and online fraud, cross-border drug smuggling, and human trafficking—reviewed the achievements of joint operations in the first half of the year, and exchanged views in depth on further improving regularized cooperation mechanisms.
此后，工作组赴老挝妇女儿童保护中心及刑事技术实验室，交流受害人救助、电子物证提取和刑事技术；赴乌多姆赛省，考察中心援建的边境禁毒检查站与省禁毒局毒品分析中心，了解一线执法与边境管控需求；赴孟赛铁路公安局，交流老中铁路安保形势及改进建议；走访瓦岱国际机场移民局，了解出入境边检流程、人员盘查及受害人与逃犯移交程序。
Thereafter, the working group visited the Counseling and Protection Center for Women and Children and forensic laboratories to exchange views on victim assistance, digital evidence extraction, and forensic techniques; traveled to Oudomxay Province to inspect the LMLECC-assisted border anti-drug checkpoint and the Narcotic Analysis Center under the Provincial Office for Drug Control and Supervision, gaining insights into frontline law enforcement and border control needs; visited the Muang Xai Railway Public Security Bureau to exchange views on the security situation of the Laos-China Railway and offer recommendations for improvement; and visited the Immigration Office at Wattay International Airport to learn about exit and entry inspection procedures, questioning mechanisms for suspected persons, and handover processes for victims and fugitives.
调研围绕联合行动框架，在情报共享、案件协查、执法能力建设、设施升级及源头治理等方面与老警方达成多项共识。中泰专家的参与展现了澜湄各国共同推进联合行动的意愿，提供了健全区域执法合作机制，提升联合执法效能的新举措。
Focusing on the framework of the joint operation, the field mission yielded multiple consensuses with the Lao police across intelligence sharing, case investigation assistance, capacity building, facility upgrading, and border source control. The active participation of Chinese and Thai experts vividly demonstrated the shared commitment of Lancang-Mekong countries to advancing joint operations, offering practical measures to sound regional law enforcement cooperation mechanisms and enhance joint operational efficiency.
