Uncontrollable variables include the pace of AI iteration and geopolitical conflicts; semi-controllable variables cover the depth and stability of regional cooperation as well as extraterritorial factors; controllable variables consist of domestic law enforcement intensity, investment in anti-money laundering and digital forensics, and legal updates. Different combinations of these variables will shape the future scenarios of telecom and online fraud.

Deepfakes, real-time voice synthesis, and automated scripts are expected to become standard tools. By analyzing leaked data and online behavior, criminal syndicates may also predict individuals’ vulnerability at specific times and scenarios, thereby launching “predictive” precision attacks.

Spatial and Ecological Dynamics: “Solidification” and “Liquefaction” Coexist
Core criminal nodes may become further “fortified” in areas with weak governance; peripheral groups are shifting to dispersed locations such as apartments and villas, adopting a “nomadic” model of rapid relocation. At the same time, internal competition is intensifying, and both the scope of victimization and personnel recruitment continue to globalize.

Scenario Analysis: Three Pathways Lead to Different Outcomes
Under a pessimistic scenario, technology abuse, declining governance investment, and failed cooperation could allow criminal evolution to outpace governance capacity. Under an optimistic scenario, institutionalized cooperation and the application of key technologies would raise the cost of crime. The most likely outcome remains a “high-intensity tug-of-war” and “dynamic stalemate.”

Scenario Transition: The Key Lies in Institutionalized Cooperation
Moving from dynamic standoff toward effective containment requires transforming crisis-driven cooperation into institution-driven cooperation through joint operations, disruption of major laundering channels, and sustained capacity building. Governance fatigue or disrupted cooperation could instead push risks toward regional disorder.
